Are you on a reclaimed fortress? Are you sure the rock isn't tasked for another job? (this is indicated by a blue "TSK" when 'k'-ing over the item) |

Not reclaimed and one of these rocks has been sitting there for over 2 hours being told to dump with idle dwarfs. No tsk note.

Make sure its unforbidden as that can do it.
Also try making them use that rock to build a temporary wall or floor to get it out of the way. |

The reason it probably can't be removed is because it's tasked for a suspended job.
TSK only shows up when a dwarf is in transit to get the stone and use it. But if the stone is tasked for use but never going to be used, it's basically untouchable.
What I'm saying is, look for suspended jobs - constructions, workshops, etc...! |

This ended up being a suspended job issue. This should be made more obvious. Maybe place a tag on the rock if it assigned for any job even if not active OR just allow the rock to be dumped and when the job is restarted it will look for new rocks to use. |

This applies to all items "earmarked" for use in a building/construction, whether the job is suspended, inaccessible, requires an unavailable labor, or just backlogged. I would suggest a new indicator, similar to 'TSK', to inform the player that the item is "earmarked" for use ('TSK' is not really appropriate since no task is active). |

There was a TSK indicator for suspended jobs that had their items in buildings (like a suspended chair placement job where the chair is still in the carpenter). But I've now extended the TSK indicator to all ground items as well. Hopefully that'll help. |
