In light of 0010380, I attempted to reproduce this, and reproduce it I did. Unlike fluffyshambler's fort, some of my dwarves were imprisoned, including the last one I sent out. As such, it seems reasonable to infer that the game checks merely to see if all your dwarves are dead, which prisoners obviously aren't. This should be simple enough to fix. |

That sounds reasonable, I will update the name of this report. Btw, you can make a link to other report with adding #, hash, before the number (0010380) and a link to a comment with adding ~, tilde, before it (0010380:0037123).
Idea for more !!SCIENCE!! points: if all dwarves are dead or imprisoned during missions, can you switch to adventurer and get them out of there so that they will be then be back at fort on reclaim again? What happens if you instead go kill them, will the fort notice the last of its inhabitants is dead and crumble immediately or will it still be reclaimable as a live fort?
