I can confirm this is happening as it happened to me, and probably it is related to the many visitors bug. |

None of the visitors that first came to my fort seemed to sign for petition either and they all had the same thing in common- they were all there looking for the location of something. Not to relax or to perform.
Long story short, I dropped some drawbridges on nearly 50 of them because I was positive they were spies and the future guests that replaced them seemed to sign for petition as normal. Not suggesting you do this, but hey it worked for me.
If you do get curious and try this, back up your save, and build tons of slabs lol. |

What are your population and visitor caps set at? Early questing visitors (0010340) may exceed your caps and prevent cap-respecting visitors from arriving. |

That would do it. A visitor cap of 25 will be continually exceeded by cap-ignoring questers, preventing any cap-respecting arrivals. |
