0001356: "You are melting!"
For some annoying reason, any and ALL times if it's burning outside, theres a chance it'll catch you on fire while you swim inside water. Even if you leave the water, you'll keep melting until you bleed to death.

I mean, it's like the sun only affects the seas to a melting boil, yet lets nature live without being nothing but sand, so i don't see any realism on the matter. (sorry for complaining like that)
Get into the water, and swim around a bit until it happens.

It was easier for me away from a town, at a burning temperature area with water, and swam with sneak on, and on the ground. (S, and s commands enabled)
I made a temporary file of the region. I dunno why, but it's like the sun is so close to the planet or something.

To be honest, i would think it would make you faint if it's too hot, and kill you if noones around to take care of you after that. Or at least make it so you pass out when you touch the water when it's so hot, and make you drown if noone saves you.

As it's being a minor annoyance, i still say it's low priority, based on what happens.

I'm not sure if you can actually start melting OUTSIDE of the water, like walking about until it happens, without travelling. Travelling seems to also reset whatever thing makes it so you melt at a certain point.
