Summary0003488: some dwarfes never pick up flasks/waterskins/backpacks/quivers
Descriptionthey should be assignable as well in the military menu.

after 4 years of training my 6 marksdwarves, they all finally picked up a quiver.
some still dont have flasks with them, even i produced around 100.
