0003593: Adventurers, NPC's never start with armor
Whenever I make a character, I never start with any armor, only clothing. My usual method of recruiting soldiers, leading them to their deaths, and selling their equipment is less effective because friendly soldiers never have armor, either. But at least combat is easy, because enemy soldiers never have armor.

In fact, the only times I've seen armor outside of shops are: spoils in bandit camps, spoils in a night creature lair, and bragging items (one archer had a leather armor decorated with teeth from a lion he'd probably killed).
Generate a world, start in adventure mode.

Goblins wear armor. Actually only helms and breastplates, but still. I think that starting without armor was a feature of .17 Just didn't notice that NPC's don't wear any too. That's probably a bug.

Ah, goblins wear armor? I've only seen them once. I guess that explains why I got so thoroughly curbstomped... Apart from the fact that my party was caught sleeping, of course.

Yeah, you have to find your armor now. The soldiers from castles are armed in the same way as the goblins, but this might just be leather caps and leather armor sometimes.
