0004349: Items w/o stockpiles being placed in containers.
Empty barrels and bags are having meat and seeds (respectively) placed in them. There are currently no existing stockpiles for meat nor for that type of seed. Barrels are also being used despite being under the designated limit set in the main stockpile menu.
Have empty bags/barrels.
Have no stockpiles for seeds or meat.
Brew a plant/butcher a critter.
No tags attached.

Have the barrels been assigned to stockpiles (i.e. do they have a <#N> at the end of their name)?

The "limit" defined in the global stockpile menu is only for newly placed stockpiles - each individual stockpile has its own settings for how many bins or barrels will be used. The only settings in the stock[p]ile menu that are global are the "reserve barrels/bins" settings.

No, I know how to reserve barrels. My barrels in reserve setting is higher than the existing number of barrels (new fortress).

That also doesn't account for the bags having the same problem. If objects A and objects B are both having problem C, it's probably not because of a setting only used by objects A.
