0004930: Fishing takes precendence over all other tasks

Description

Dwarves seem to massively prioritize fishing over all other tasks, if a dwarf is set to fishing and there are fish to be caught he will often never even embark on other tasks. I've noticed some tasks seem to be far higher priority than others, most notable being fishing because it seems fairly exclusive rather than just higher priority.

Steps To Reproduce

Find a map with fish, turn on fishing tasks, set other tasks while fishing remains on. Until the fish are gone the dwarf won't perform the other tasks.

Additional Information

This is more of a feature request than bug report.

It would be really nice to be able to set a priority for dwarf tasks much like the slider in the trade meeting screen for what you want next time they come and it would be kinda cool from a 'dwarf brain' perspective if a dwarf personally based on traits would add a +1 -1 to various tasks due to personality traits.

If a dwarf hated the outdoors a -1 to hunting, fishing, wood cutting...
If a dwarf was lazy a -1 to "hard" labors that raise strength notably...
If a dwarf was fond of procrastination he might occasionally put of his highest priority item for a while to do something else that he had a + in...
etc.
