0000589: Dabbling/Novice Miner working alongside a legendary miner pulls out rocks with legendary frequency.
I may have just gotten lucky, but I had a new miner going from dabbling to (I think) competent working with a legendary miner. The dabbling miner still took longer to mine out a square, but seemed to be getting rocks out of the squares as often as the legendary miner.

What I did was train one miner up to legendary and then when a wave of immigrants came, started one of my other original 7 dwarves mining (The immigrant with the same skills was better in _all_ of them). Since he was low experience I set him to mining soil, and turned off my legendary miner. After a bit I started my original miner back up and set them working on a stone area. Both of them produced rocks every time.
This might be a feature. Learn better by practicing alongside the legendary. If so I think it is a touch powerful though. I also noticed that even a legendary dwarf miner gets few rocks when hungry thirsty or tired. I assume that this is a feature for some added realism.

I saved and loaded the game and it doesn't seem to reproduce.
