It's not a bug; it's a feature. The building-material selection menu is sorted by distance. A natural result of that is items with infinite distance (i.e. unreachable items) are not included on the list. You have somehow managed to isolate a section of your fortress, and the game is only allowing you to construct a weapon trap using items inside the disconnected section. This also explains why the trap never gets built (no mechanic can make it to the build site).
I haven't checked the save, but I'd guess either a ramp misunderstanding or one of the known ramp bugs. If the location of the disconnect is non-obvious, you can order a military unit to station at different distances along the path until you see the "(unreachable location)" status in the job menu. |

Maybe you're right, but I somehow managed to build a trap after the first try failed (it showed only 3 weapons avaliable, I tried to build a trap using one of these "reachable" weapons, it failed; just after that I tried the same thing again and it worked as intended - all the weapons were listed, the trap was built).
I have no ramps in my fortress, only stairways, all workshops and stockpiles are inside, so I guess this isn't the case. |

Sorry for the mis-diagnosis. I looked at the save and in region 3 several dwarves are using bins with 50+ weapons to pick up other weapons. Items in bins which have been tasked for hauling are unavailable for any other job (0005992) and dwarves frequently carry large numbers of items for extended periods of time (0005964). The three available "weapons" were in two other, nearly empty, bins. When I canceled the hauling tasks (by forbidding the bins, then unforbidding the bins while paused) the weapons became available for installation in a trap.
However, when I ordered the three available weapons to be placed into a trap a mechanic began construction immediately, so I was unable to reproduce any problems with trap construction.
