0008852: Snow generated on the ground melts away regardless of temperature
In arena and dwarf mode, *but not in adventure mode*, snow which didn't fall from the sky melts away piecemeal, regardless of the temperature. When about a quarter of the snow is gone it seems to stabilize.
To reproduce in arena:
0. Make sure temperature is on in your settings.
1. Go to arena.
2. Turn temperature to absolute zero.
3. Coat the arena in snow.
4. Unpause and watch.

To reproduce in dwarf mode:
0. Make sure temperature is on in your settings.
1. Embark on a tundra.
2. Unpause and watch.

DFHack claims that the temperature of all of the tiles I checked is 9991 (in-game) degrees, which is slightly below the freezing point of water. It is possible for snow to evaporate/sublime at these temperatures in real life, although the rate at which it's occurring in that save might be too fast. There's also a strange stuttering in that save, which could be due to temperature calculations, but I haven't investigated.

I think it's more likely that the temperature being fixed at 9991 degrees is the bug, as I've yet to have a tundra or taiga embark in 0.40.24 that didn't have this issue. (I didn't try a freezing biome in 0.40.1-23 though, so it may have been around longer.)
