0009014: Foreign nobles mistakenly upgraded

Description

In my current fort, I accumulated three barons when two of my dwarves inherited positions from distant places. Eventually the liason told me that my fort was ready to become a duchy, and upon his leaving all three barons immediately became dukes/duchesses.
Furthermore, on my civilization list two of the three, including my actual site's duke, are listed with no holdings, while the third is listed as ruling my fortress "Hatchetmonk", instead of her original holdings.
Lastly, the correct duke does handle diplomats, so somewhere it still knows which one is correct.

Steps To Reproduce

I suppose it requires some luck, but start a fortress and play until you get a baron, wait until a nobility position is inherited by one of your dwarves (might have to be same level as your current noble), then get upgraded to a higher level of nobility and see if all nobles are upgraded.

Additional Information

This is very annoying, because it greatly increases the number of mandates, but otherwise it does not break anything I can see, aside potentially from the other sites losing their nobles. I haven't checked much on that yet.

It is important to note that while I am using no raw modding, I am using DFHack for a number of things, mostly workflow, manipulator and tweaks. I doubt this causes the problem, but I can't be sure.
