0000937: Aquifer generation does not seem to be respecting mountains/elevations; conglomerate layers related?
I'm sure we've all noticed that there seems to be a LOT more aquifers in this version than any others to date. I decided I wanted to figure out why, and I think I've found some problems that could use fixing.

-Aquifer elevation makes no sense anymore. You can find them even in the middle of a 100% mountain region, seemingly suggesting impossibly high water tables

-The stone "conglomerate" is everywhere and seems to ALWAYS hold an aquifer. In 40d, conglomerate is much rarer and is found near oceans and non-mountain regions. In 31, it's found everywhere, including in the middle of mountain ranges. I believe these two things are related

No, I've seen it in other generated worlds. Near half a mountain range with a aquifer in the conglomerate layer. First time I ever saw an aquifer in a mountain range. I thought it was a feature though, not a bug. I don't recall seeing any conglomerate without an aquifer in the 2010 versions, come to think of it.
