Are you using any third part tools, mods or have you changed your raws?

Was this world created in 0.42.01+ or does it come from older versions (0.40.X)? Such older saves may lack some new stuff.

Does the option to make bookcase even show in buildings/workshops and dwarves just doesn't want to do that or is it omitted there? If it is in fact there and they just don't want to do it, it may for example be caused by some linked stockpile or some pathing issues.
