Summary0009702: Visitors who become citizens can't be assigned to locations
DescriptionAfter a visitor becomes a full citizen, I expect to be able to assign them to a library or tavern (or temple, I suppose) as scholar or performer. But they aren't available from the list of citizens to assign.
Steps To ReproduceRun a fortress, attract visitors, wait for them to become citizens, then try to assign them to a location.
