0010170: Townspeople report recent reclaim as 'troubles' (even though they're the reclaimers)

Description

If you come across a town which has been reclaimed recently and ask about 'troubles' people will claim that some group has reclaimed their town. Even though that group is actually themselves.

Adventurer starts in the meadhall at Scorpionsquare.
Scroll up through announcements and you'll see the conversation I had with the lasher I'm stood next to.
I greet him and he responds (correctly):
"We reclaimed Scorpionsquare on behalf of The Council of Planes"

Then I ask him about troubles and he confusingly replies
"I hear that a group from the Council of Planes left to reclaim the ruins of Scorpionsquare".

Steps To Reproduce

Find a town (in Legends or whatever) that's been reclaimed recently (possibly only during gameplay worldgen).
Ask someone about troubles.

Additional Information

Incidentally if you ask him again he says "Well, let me see...", leaving you with a blank menu to back out of. Odd.

It's kind of like when people tell you about the 'army on the march' as 'trouble' when they're talking about their own army marching against some goblins. Although some might regard that as 'trouble' so it's not exactly a mistake.

Modded bits:
Various raw edits to entity_default and creature_standard plus a new creature and entity added. Shouldn't be related to this issue.
