Artifacts aren't able to be traded. Therefore you're prevented from moving them to the depot. This behavior's been present for many versions, and I'd assume it's intended behavior, not a bug.

Ah, good call. I'm not sure if this report's "the artifact can't be moved in any way" only meant taking it to the depot, or other types of hauling too

The biggest issue is that the artifact will contribute its value to the bin's contents when viewed on the trading screen even if it's the only item in the bin. Selecting it for trade will drag an empty bin to the depot but the artifact will remain on the tile where the bin used to be. The dwarves will later pick it up and put it into another bin, repeating the process.
There's two workarounds here: forbid the artifact so it's not stored in a stockpile, or remove the artifact quality from the allowed list of items in the stockpile menu.
Ultimately this is normal game behavior, though perhaps it would be nice if the value of the artifact didn't add to the bin's total since it's not available for trade. Nevertheless, not a bug.

You forgot something else for the second workaround, make a stockpile dedicated to artifacts and remove the allowed bins and barrels amount.

I think there was a bug in 40d that you couldn't get an artifact out of a bin once it was in it, *except* by trading the bin.

This behavior is actually by design - when a container gets picked up for hauling to the trade depot, any "untradeable" contents are automatically removed and dropped on the floor, where "untradeable" contents consist of Artifacts, Magical items (which never actually happen), and untameable creatures (see 0004065).
