Summary0004310: Rain start and stop announcements may only pertain to a small part of the map
DescriptionFrom the start of my now one year old castle, or at least since the early months, it has been raining constantly. I still recieve announcements about the weather clearing up and it starting to rain again, but this doesn't reflect any change in the observable weather. This has caused a small murky pool, whose edge was cut off by the volcano in my region, to flood the volcano crater, and by this time it has turned half of the volcano top into obsidian covered by a minor sea of 1/7 deep water.

Earlier, I shut down the game hard due to some stupidity of mine causing a cave in on top of my legendary miner, but in that run, the rain actually stopped.

Does your site include multiple biomes? If so, the announcement is probably for a small corner of your map.

Yes it does. I guess that could be the answer. I actually I saw it being rainfree outside my fortress enterance, in what I now realize was another biome, but I only looked there for a short amount of time, and when I got to the pool on top of the volcano, I saw it raining again, so I dismissed it as me just getting it wrong.

Yeah, this is just multiple biomes -- it only uses the center column of the map to determine rain announcements, which mostly works, but can be weird if you have a map biome dipping down to the center and hardly anywhere else. I'm not really sure what a cleaner solution would be though, so I'm just marking this one off.
