Summary0011579: Well can be built with ropes, but still requires metal chains to place.
DescriptionIf you only have rope and no chain you are not able to place a well. It will say "Chain needed". After obtaining a metal chain the well can be constructed with a rope and without the metal chain.

I couldn't duplicate this behavior. I tested this by creating a new world and embark, bringing the materials to create a well, and no metal chains. I was able to build a well regardless.
Is it possible that your ropes were tasked by another job at the time you tried to create the well, such as being brought to a stockpile?
