0001711: Miners Won't Path When Magma in Tunnel 2 Z-levels Below
Magma flowing in and falling down a hole under a vertical stairway causes "Job canceled: dangerous terrain" when attempting to dig in chambers 1 Z level above and 2 Z levels above. Constructions (floors) cannot be built on the stairs 1 Z level above the flow or 2 Z levels above the flow - they report "no path to site". Reaching the same Z level by another shaft proves the location is accessible; immediately after that though the miners start acting as though the magma flow is blocking their path in the chamber even though the magma is actually 2 Z levels beneath their feet.
1. Dig vertical stairway directly down into the opening of an adamantine tube. (I did this in a world with zero demon species in world gen.)

2. Breach adamantine tube at lowest level of magma so magma falls down the tube into Hell.

3. Attempt to designate digging to breach the tube one level up from that, and 2 levels up - the dwarves won't path to it.

4. Attempt to designate the stairs on these levels to have hatches or floors built on them - they would report as inaccessible if this bug is reproducible.
I tried to flood Hell by draining a magma sea into the adamantine tube. After the magma started flowing due to breaching the wall of the tube on the lowest level, miners wouldn't dig in the level above the breach, nor the level above that. Trying to build constructions reports "no path" to the stairs on level with flowing magma, the one above, or the one above that. Only the stairs at least 3 Z-levels above the flowing magma could be pathed on (it is a straight shot, vertical double wide staircase from top to bottom). By digging a side tunnel from the level 4 Z levels above the magma breach and another vertical stairway, I was able to get down to the same levels again, and the miners would dig until they breached the wall to one of the affected Z levels, and then would start acting as though there were magma blocking pathing on that level (job cancelled: dangerous terrain) even though the magma flowing was actually 2 Z levels below them.

This is most likely related to 0001319. For some reason, digging into the adamantine and/or magma sea breaks pathfinding completely. It would be helpful if you upload your save to http://dffd.wimbli.com/ [^]

Without save + I never encountered this bug in a similar situation + related issue is fixed
