This is because the Plants subsection lists all materials that have the [STRUCTURAL_PLANT_MAT] token, which includes all trees (and also plump helmet men, which manifests as an invisible entry at the bottom of the list) due to them all using STRUCTURAL_PLANT_TEMPLATE. Removing this token from STRUCTURAL_PLANT_TEMPLATE and then adding it to each plant's STRUCTURAL material seems to fix this behavior, though it may have other side effects.
