Note that this is not restricted to soldiers. I had a civilian bugged like this in a save now deleted.

This is a save demonstrating similar behaviour (see resolved bug 0001811)

I encountered a similar problem. A Wrestler was beaten to unconsciousness by a Goblin Bowman who (I think) was subsequently cage-trapped. Although the Wrestler's status was unconscious, and he was dragged to the hospital, his job remained "Go to Individual Combat Drill." The doctor dwarves stood idle and did not diagnose his extremely severe wounds. When the bed was deconstructed, the doctors reported that they were unable to diagnose the patient as he was not resting. The patient reported "Cancels Rest: Interrupted by Goblin Bowman." His status remained unchanged (job being set to go to combat drill while unconscious) for almost a season--I was unable to find out if killing the offending caged goblin fixed the problem as the fort was laid siege to by a horde of trolls and mounted goblins.

I've got the same problem with a goblin bowman who probably got encaged.

I can upload a save if needed.

The save might be helpful, but it shouldn't be necessary. Up to you.

There it is : http://dffd.wimbli.com/file.php?id=2745 [^]

I have disabled the notification of cancelled job, to avoid the annoyances. But, you have 40 pages full of it.

I just encountered this same bug. The job cancellation spam is severe enough to slow the game down. I made a save before I saw this was already reported, but maybe it's of some help anyway.

http://dffd.wimbli.com/file.php?id=2861 [^]

It's the wounded militia commander doing the spamming.

My issue suddenly resolved. I fobade and then allowed my hospital. The dwarf reverted to his civilian task and walked there.

I've had this problem as well. Three of my dwarves were injured when fending off a goblin ambush. Several of these goblins were caught in cage traps and brought downstairs.

One of these dwarves had a smashed foot, but kept being interrupted in his his rest by one of the goblin hammermen, which was several floors down and caged as well. A more severely wounded dwarf was correctly hauled to the hospital but wasn't diagnosed, even though my chief medical dwarf with high master diagnostician was standing around doing nothing.

These problems were resolved when I killed off the caged goblins, reverting my soldiers back to their civilian status and being correctly diagnosed a short while later.

I think the problem here is that Dwarves can't be diagnosed while in the military. Another problem is that they're not reverting back to their civilian status correctly. Whether this is related to the injuring, or if this has to do with the caging while being targeted is not clear to me at the moment.

This should be fixed for 0.31.13, at least the ones involving cages and oddly persistent targeting and attempts at resting while you have a target. If the issue described in 0000362 is purely related to lines of sight or something, then that's a different matter.
