Summary0000355: Previous Mayor doesn't lose title when new one is Elected.
DescriptionI've had multiple different Mayors elected in my fortress. However, when ever a new one is elected, the previous one doesn't lose the title. Instead of their title reverting back to "Woodworker" or whatever, they stay as "Mayor". I've now got 4 different "Mayor"'s walking around, with only one being the true one.

Additional InformationThis may or may not apply to the other noble titles, but I haven't tested that.

This should be handled for 0.31.05. I put in the wrong id number for the function that clears position information, so it wouldn't often free up the election loser from the position.
