0007084: CE_IMPAIR_FUNCTION doesn't update until you become injured
Basically, CE_IMPAIR_FUNCTION never turns off unless you get hit. This is especially apparent with blindness syndromes.
1.) Make a syndrome with CE_IMAPIR_FUNCTION
2.) Afflict some poor arena test dummy with it
3.) Observe the bug
I'm almost certain someone has already reported this, but it needs a bump because it's still happening. This is a pretty big issue and can lead to a lot of untimely deaths/permanent disabilities when none are intended.

Also I couldn't find a "Syndromes" category so I put this under combat, which is what it'll probably affect most often.

This and by extension its child issue should be fixed in the next release according to the 06/15/2015 devlog.
