0010907: Merchants don't leave fortress

Description

Merchants arrived to my fortress, unloaded goods. Then there was a successful trade session, and a bit later as usual there was a message that merchants preparing to leave the site.
Right after that (probably minute or so later), during merchants still packing their goods, the werecapybara appeared near fortress entrance outside. Merchant guards attacked it immediately, and very quickly killed it (it ran away from entrance) - it's corpse still there, to the s-w.
However, it looks like camels belonging to merchants we scared, so they rushed into the depths of my fortress, and stopped only inside inner rooms. Merchants followed their camels.
Well, here is the _probable_ bug - i expected that a bit later, when camels will calm down, merchants will move back outside and leave the site, but they keep staying inside fortress - looks like infinitely, though all gates/doors are opened/passable for them.

Steps To Reproduce

1) Load the provided save
2) Open 'u' screen, go to 'others' tab, select any merchant and 'z' to it to see him in fortress underground (trade depot is on the surface)
