0011876: Item randomly being designated to melt

Description

New fortress, got a notification that 1 item was designated to melt - my starting anvil. Didn't think anything of it until I wanted to build a forge and couldn't. Cancelled the melt order and got another melt notification. This time it was a spare copper axe in a different stockpile. Cancelled that, got it again. Cancelled, saved and quit, got again.
