Duplicate of 0001662
Have you tried selecting a different civilization?

As Jimmy mentions, the choice of civilization and world gen parameters are important when assessing "bugs" like this, since immigrants are typically only generated when...
1. You have created a lot of wealth
2. You have direct land access to your home civilization
3. Your home civilization has not died out.

If you copy your save, noting your civilization from the C screen, and go into Legends mode on the copy, is your civ extinct? Did you embark on an island or in a mountain range?

I have Windows 7 and have never had any issues.

Also, the way you go about "selecting a different civilization" is by hitting Tab a couple times on the embark screen until you see a list of dwarven civilizations.

You can also tell if Dwarven civilizations are extinct from the exported history file. If the final ruler says "worshipped", in past tense, the civilization is gone.
