I am not sure Win2k is still supported. Are you sure exe file is not corrupted in any way? Can you post exact size and for example md5 sum?

Edit:
There are msvcr100.dll, msvcp100.dll files boundled with game, sugesting that it was build with VisualStudio 2010, which creates binaries incompatible with Windows 2000

Yeah, Windows 2000 is not supported anymore.
