0008608: Can't brew drinks, even with established workarounds.

Description

Whenever I attempt to brew a drink, even though the option is white and queues without issue, I recieve a cancellation notice from the dwarf assigned to brew claiming that unrotten, alcohol bearing plants are needed, even though there is an abundance of such items sitting in a stockpile adjacent to the still(and not adjacent to the still). The plants are clearly not being hauled, and, thinking that the game may be selecting a random plant that at that given time was in transit as opposed to just looking for items in the stockpile, I created a burrow containing only a still and plump helmets and restricted my brewer to the area, with identical results.

It is also worth noting that I encountered this same problem in a couple of earlier versions, namely 40.15 and 40.16, but at the time did not report it.
