0009480: Dwarves will claim metal minecarts for themselves

Description

This seems like a bug to me. I've had dwarves claim metal minecarts for themselves in two fortresses now, if minecarts made of their preferred metal are available. If they don't have a place to store them they will carry them around in their hands, slowing their pace to a crawl, and rendering the minecarts unusable.
I love that they claim toys now, but minecarts seem a bit over the top.
