0010728: Parchment and papyrus scrolls and quires cannot be stockpiled

Description

Currently, scrolls are stored in Finished Goods stockpiles, under Tools.

However, Finished Goods stockpiles do not have Parchment as a valid material type option, so parchment scrolls cannot be stockpiled.

(0039115) Loci (manager) 2019-01-13 14:57 edited on: 2019-01-13 14:58	v0.44.12: Papyrus is also missing as an available "tool" material. Additionally, plant-paper tools are controlled by the "Plant Cloth" setting, which is mildly inaccurate.
