0008669: Dwarves won't do lower piority desigiatons if the cannot path to higher priority designations

Description

If a designation 2 exists but the dwarves are unable to path to it they will ignore all designations bigger than 2 even though they might lead to the 2 designation.

Same works for Smoothing stone.
