Are you sure you are using 31.21? This was supposedly fixed in 31.20, see 0004031.

Was this in a mountain biome? If so, it might be a duplicate of 0004164.

Yes, I am using 31.21,
and yes, it is a mountain biome (bordering on... I dunno, woodland or something)

Are you using a 31.19 save in 31.21? According to Toady's note at 0004031:0015582, old saves moved to the newest version will still exhibit this bug.

No, I rebuilt my world when the new version came out specifically because old saves carry old bugs. A big part of the enjoyment I get from the game is observing how it grows with each new version.

It sounds like a duplicate of 0004164. Grass does not regrow in mountain biomes. Farming is impossible, as expected.
